As the libraries program is the typical GLAM project, it primarily helps to gain more free knowledge, probably not people; we didn't publish it yet, but we received also a new grant to expand the program to other types of institutions. It's hard for me to compare as a whole contests, the grant and the collaboration with Garage to say what gives the better impact; too different areas. For example, Garage project is the first of it's kind in Russia and may be an example for others, and contests give us new users and encourage existing Wikimedians.
