This is a good idea - maybe when this is implemented, we could put a direct link to it on the Wikipedia sidebar? I am currently semi-active on #wikipedia-en-help and it gets pretty messy in peak hours. This would be better for the new users to be less likely to become confused with all the spam in the channel.
