I was forced to provide an external link to the powerpoint file in English because WikiCommons cannot accomodate ppt files. I was surprised that it would not even accept an ODP file (which can be opened from LibreOffice Impress): I would have expected that an open source file would have been ok. The pdf file in English would not enable other wikipedians to translate, edit and adapt the file to their needs, so making the ppt file available seemed like a better solution.
